Deuteronomy 28.13

13. And Yahweh, will give thee, to be the head, and not the tail, and thou shalt be only above, and shalt not be beneath, -- because thou dost hearken unto the commandments of Yahweh thy God, which I am commanding thee, to-day, to observe and to do;
