4. want die owerheid is 'n dienaar van God tot jou beswil. Maar as jy kwaad doen, het jy rede om bang te wees, want die owerheid het nie verniet die reg om te straf nie. Hy is immers ook hierin die dienaar van God dat hy die kwaaddoener moet straf.
