8. Në rast se në provincë sheh shtypjen e të varfërit dhe shkeljen me dhunë të së drejtës dhe të drejtësisë, mos u habit nga kjo gjë; sepse mbi një pushtet të lartë ndodhet një më i lartë dhe mbi ta disa pushtete akoma më të larta.
