21. Zbývající území po obou stranách svatého podílu a majetku města připadne vládci. Bude se prostírat od 25 000 loktů svatého podílu až k východní hranici a rovněž na západ od těch 25 000 loktů až k západní hranici. Obě tato území sousedící s kmenovými podíly budou patřit vládci a uprostřed nich bude svatý podíl s chrámovou svatyní.
