14. Myöhemmin Manasse rakensi Daavidin kaupunkiin hyvin korkean ulomman muurin, joka kulki Gihonista länteen, jatkui laakson rinnettä Kalaportille asti ja kiersi Ofelin. Kaikkiin Juudan varustettuihin kaupunkeihin hän asetti sotapäälliköitä.
