14. Sen vuoksi johtomiestemme tulee toimia koko kansan puolesta. Jokaisesta kaupungista on kaikkien miesten, jotka ovat ottaneet muukalaisnaisen vaimokseen, saavuttava tänne määräaikana kaupunkinsa vanhimpien ja tuomarien kanssa. Vain tällä tavoin saamme Jumalan vihan torjutuksi."
