9. Összehívták tehát a királyi írnokokat a harmadik, azaz Síván hónap huszonharmadik napján, és azok elkészítették az írásokat, ahogy Mardókeus akarta, a zsidókhoz, a fejedelmekhez, a helytartókhoz és bírákhoz, akik Indiától Etiópiáig százhuszonhét tartománynak álltak az élén, minden egyes tartománynak és mindegyik népnek saját nyelvén és írásával, így a zsidóknak is a saját írásukkal és nyelvükön.
