9. Itulah semuanya kota-kota suaka yang ditentukan untuk seluruh umat Israel dan untuk setiap orang asing yang tinggal di tengah-tengah mereka. Setiap orang yang membunuh orang lain dengan tidak sengaja, boleh mendapat perlindungan di kota-kota itu dari kejaran orang yang mau membalas dendam kepadanya; ia tidak boleh dibunuh kalau belum diadili di depan umum.
