21. Ia harus meletakkan kedua tangannya di atas kepala kambing itu sambil mengakui semua kesalahan, dosa dan pelanggaran bangsa Israel. Dengan demikian semua kesalahan bangsa Israel dipindahkan ke atas kepala kambing itu. Lalu seorang yang ditugaskan harus mengusir kambing itu ke padang gurun.
