3. Sebab, orang yang berbuat baik tidak usah takut kepada pemerintah. Hanya orang yang berbuat jahat saja yang harus takut. Kalau Saudara ingin supaya Saudara tidak merasa takut terhadap pemerintah, Saudara harus berbuat baik, maka Saudara akan dipuji.
