4. Karena pemerintah adalah hamba Allah untuk kebaikanmu. Tetapi jika engkau berbuat jahat, takutlah akan dia, karena tidak percuma pemerintah menyandang pedang. Pemerintah adalah hamba Allah untuk membalaskan murka Allah atas mereka yang berbuat jahat.
