7. ಹೃದಯ ದಲ್ಲಿ ಯೋಚನೆ ಮಾಡಿಕೊಂಡು ಪ್ರಮುಖರನ್ನೂ ಅಧಿಕಾರಸ್ಥರನ್ನೂ ಗದರಿಸಿ ಅವರಿಗೆ--ನೀವು ಪ್ರತಿ ಮನುಷ್ಯನು ಅವನವನ ಸಹೋದರನಿಂದ ಬಡ್ಡಿಯನ್ನು ಒತ್ತಾಯದಿಂದ ತಕ್ಕೊಳ್ಳುತ್ತೀರಿ ಎಂದು ಹೇಳಿ ಅವರ ಮೇಲೆ ದೊಡ್ಡ ಸಭೆಯನ್ನು ನೇಮಿಸಿದನು.
