28. ദേശത്തു ക്ഷാമമോ മഹാമാരിയോ വെണ്കതിര്, വിഷമഞ്ഞു, വെട്ടുക്കിളി, തുള്ളന് എന്നിവയോ ഉണ്ടായാല്, അവരുടെ ശത്രുക്കള് അവരുടെ പട്ടണങ്ങളുള്ള ദേശത്തില് അവരെ നിരോധിച്ചാല്, വല്ല വ്യാധിയോ വല്ല ദീനമോ ഉണ്ടായാല്,
