9. അങ്ങനെ സീവാന്‍ മാസമായ മൂന്നാം മാസം ഇരുപത്തിമൂന്നാം തിയ്യതി തന്നേ രാജാവിന്റെ രായസക്കാരെ വിളിച്ചു; മെര്‍ദ്ദെഖായി കല്പിച്ചതുപോലെ ഒക്കെയും അവര്‍ യെഹൂദന്മാര്‍ക്കും ഹിന്തുദേശം മുതല്‍ കൂശ്വരെയുള്ള നൂറ്റിരുപത്തേഴു സംസ്ഥാനങ്ങളിലെ രാജപ്രതിനിധികള്‍ക്കും ദേശാധിപതിമാര്‍ക്കും സംസ്ഥാനപ്രഭുക്കന്മാര്‍ക്കും അതതു സംസ്ഥാനത്തിലേക്കു അവിടത്തെ അക്ഷരത്തിലും അതതു ജാതിക്കു അതതു ഭാഷയിലും യെഹൂദന്മാര്‍ക്കും അവരുടെ അക്ഷരത്തിലും ഭാഷയിലും എഴുതി.
