13. പട്ടണം പണിതു മതിലുകള് കെട്ടിത്തീര്ന്നാല് അവര് കരമോ നികുതിയോ ചുങ്കമോ ഒന്നും അടെക്കയില്ല; അങ്ങനെ ഒടുവില് അവര് രാജാക്കന്മാര്ക്കും നഷ്ടം വരുത്തും എന്നു രാജാവിന്നു ബോധിച്ചിരിക്കേണം.
