4. Want de overheid staat in dienst van God voor uw welzijn. Doet gij echter het kwade, dan moet gij vrezen; zij draagt het zwaard niet voor niets. Zij is een werktuig van God om aan de boosdoener de rechtvaardige straf te voltrekken.
