14. Na rozhodnutí strážcov sa zakladá rozkaz a slovo svätých je nariadenie, aby živí vedeli, že Najvyšší je mocnárom nad ľudským kráľovstvom a dá ho komu chce, i najpodlejšieho človeka môže nadeň postaviť.«
