54. சீட்டுப்போட்டு, தேசத்தை உங்கள் குடும்பங்களுக்குச் சுதந்தரங்களாகப் பங்கிட்டு, அதிக ஜனங்களுக்கு அதிக சுதந்தரமும், கொஞ்ச ஜனங்களுக்குக் கொஞ்சச் சுதந்தரமும் கொடுக்கக்கடவீர்கள்; அவரவர்க்குச் சீட்டு விழும் இடம் எதுவோ, அவ்விடம் அவரவர்க்கு உரியதாகும்; உங்கள் பிதாக்களுடைய கோத்திரங்களின்படியே சுதந்திரம் பெற்றுக்கொள்ளக்கடவீர்கள்.
