9. หัวเมืองเหล่านี้เป็นเมืองที่กำหนดไว้ให้คนอิสราเอลทั้งหมด และให้คนต่างด้าวผู้อาศัยอยู่ในหมู่พวกเขา เพื่อว่าถ้าผู้ใดได้ฆ่าคนด้วยมิได้เจตนาจะได้หนีไปที่นั่นได้ เพื่อว่าเขาจะไม่ต้องตายด้วยมือของผู้อาฆาตโลหิต จนกว่าเขาจะได้ยืนต่อหน้าชุมนุมชน
