9. และเนหะมีย์ที่เป็นผู้ว่าราชการ และเอสราปุโรหิตและธรรมาจารย์ และคนเลวีผู้สอนประชาชน ได้พูดกับประชาชนทั้งปวงว่า "วันนี้เป็นวันบริสุทธิ์แด่พระเยโฮวาห์พระเจ้าของท่านทั้งหลาย อย่าคร่ำครวญหรือร้องไห้" เพราะประชาชนได้ร้องไห้เมื่อเขาได้ยินถ้อยคำของพระราชบัญญัติ
