16. พระเยโฮวาห์ตรัสกับโมเสสว่า "จงรวบรวมพวกผู้ใหญ่ในอิสราเอลให้เราเจ็ดสิบคน เป็นคนที่เจ้าทราบว่าเป็นคนผู้ใหญ่ในประชาชนและเป็นเจ้าหน้าที่เหนือเขาทั้งหลาย จงพาเขามาที่พลับพลาแห่งชุมนุมให้เขายืนอยู่พร้อมกับเจ้าที่นั่น
