4. เพราะว่าผู้ครอบครองนั้นเป็นผู้รับใช้ของพระเจ้าเพื่อให้ประโยชน์แก่ท่าน แต่ถ้าท่านทำการชั่วก็จงกลัวเถิด เพราะว่าผู้ครอบครองนั้นหาได้ถือดาบไว้เฉยๆไม่ ท่านเป็นผู้รับใช้ของพระเจ้า จะเป็นผู้ลงพระอาชญาแทนพระเจ้าแก่ทุกคนที่ประพฤติชั่ว
