9. Bấy giờ, nhằm tháng ba, là tháng Si-van, ngày hai mươi ba; những thầy thơ ký được gọi vào, họ y theo mọi điều Mạc-đô-chê dạy biểu mà viết cho dân Giu-đa, các quan trấn thủ, các quan cai quản và những đầu trưởng của các tỉnh, từ Ấn-độ cho đến Ê-thi-ô-bi, tức một trăm hai mươi bảy tỉnh, viết cho tỉnh nào dùng chữ nấy, cho dân tộc nào theo thổ âm nấy, và cho dân Giu-đa, thì theo chữ và tiếng của họ.
