23. Caùc quan tröôûng cuûa daân ngöôi laø ñoà phaûn nghòch, laøm baïn vôùi keû troäm, moãi ngöôøi trong chuùng ñeàu öa cuûa hoái loä, ñeo ñuoåi theo taøi lôïi; chaúng laøm coâng bình cho keû moà coâi, vuï kieän cuûa ngöôøi goùa buïa chaúng ñeán cuøng chuùng noù.
