4. vì quan quyeàn laø chöùc vieäc cuûa Ñöùc Chuùa Trôøi ñeå laøm ích cho ngöôi. Song neáu ngöôi laøm aùc, thì haõy sôï, vì ngöôøi caàm göôm chaúng phaûi laø voâ côù; ngöôøi laø chöùc vieäc cuûa Ñöùc Chuùa Trôøi ñeå laøm ra söï coâng bình vaø phaït keû laøm döõ.
